2017 I-UCR Program Updates

December 1, 2017

The FBI will close its 2016 data base on December 11, 2017. 2016 Index Crime, Hate Crime, and Supplemental Homicide Reports must be entered into the I-UCR reporting tool by close of business December 10, 2017, in order to meet the FBI’s deadline. The FBI will not accept 2016 reports after December 11, 2017; however, the I-UCR Program’s data bases never close and 2016 reports will continue to be accepted after the FBI closing date.

November 2, 2017

The annual collection of law enforcement employee information related to the number of employees within each agency began on November 1, 2017. Data will be collected utilizing the on-line electronic reporting tool. On November 1, 2017, an additional tab labeled Police Employee was made available in the reporting tool until close of business December 16, 2017. Paper reporting agencies will receive a mailing containing a form to complete and return for entry. Data submitted by the deadline date will be included in Crime in Illinois 2017 , and forwarded to the FBI. The reporting guidelines can be accessed by clicking on the link below. On Monday, September 25, 2017, the Federal Uniform Crime Reporting Program will publish Crime in the United States 2016, on the FBI’s web site. The Illinois Uniform Crime Reporting Program has yet to determine a release date for Crime in Illinois 2016.

June 2, 2017

The verification process for 2016 Index Crime statistics to be published in Crime in Illinois 2016 will begin on June 7, 2017 and conclude close of business July 6, 2017. The reporting tool will again be used to verify statistics. ONLY agencies that have been approved to submit paper reporting forms for the 2016 reporting year will receive verification reports and instructions via the mail. Refer to the attachment below for additional information regarding the electronic verification process.

The reporting guidelines and data collection form for Officer Non-Fatal Shootings (ONFS) were posted in the Reporting Guidelines and Forms Effective 2017 section below. The ONFS tab allowing record entry in the reporting tool will be deployed Wednesday, May 3, 2017. Do not attempt to enter records until the afternoon hours to allow time to resolve any deployment issues that may arise.

The I-UCR Program UCR Offense Code tables have been revised to reflect the changes in the November 21, 2016 posting. The tables are located under the main Illinois Uniform Crime Reporting Program Forms and Reporting Guidelines header near the bottom of the page. Additionally, the Index Crimes data collection form and guidelines in the 2017 section have been revised to reflect the correct UCR offense codes to be reported for each offense classification.

March 31, 2017

The FBI extension to their publication deadline date applies only to crime data: Index Crimes, Hate Crimes, and Supplemental Homicide Reporting. It does not apply to Police Employee information. The FBI will not accept this data after the deadline date last December.

UPDATE: The FBI has again extended the deadline date to April 24, 2017. Data must be submitted by close of business April 24, 2017. The FBI has designated March 27, 2017, as the deadline date to accept 2016 Index Crime records for publication in Crime in the United States 2016. To meet this deadline, your records must be entered by close of business March 26, 2017. The FBI will not publish an agency’s data if all twelve months have not been submitted. The I-UCR Program will begin it’s verification of 2016 Index Crime records in mid-March as well, making it critical to have your 2016 reporting completed.
