Protective Services Unit

The Illinois State Police Protective Services Unit (ISP PSU) is located in the heart of the financial district of Downtown Chicago, next to Chicago City Hall, Daley Center, and Daley Plaza. On any given day, visitor volumes range between 8,000 ā€“ 12,000 people (This includes, but is not limited to: Chicago ā€œLā€ patrons, regular Downtown pedestrian traffic, CTA bus riders, ped-way traffic between Downtown buildings, large media related events, ceremonies, protests, demonstrations, street fairs and festivals, Illinois Secretary of State facility customers, Illinois Lottery winners, as well as movie, TV, and commercial film productions). Thousands of vehicles pass by and stop along the streets surrounding the buildings, including dozens of daily deliveries of goods and services to nearby businesses, Ubers/taxis, CTA, medical transports, emergency equipment, construction and maintenance vehicles.

ISP PSU is currently responsible for law enforcement and protective services of two major State properties; the James R. Thompson Center (JRTC) and Michael A. Bilandic Building (MABB). The JRTC is a 16-story building that houses the offices and staff of nine (9) Constitutional officers (The Governor, the Lieutenant Governor, three Deputy Lieutenant Governors, the Secretary of State, the Attorney General, the Treasurer, and the Comptroller) and the Office of the First Lady. Also housed are the offices of over thirty State agencies, boards and commissions. The JRTC is home to dozens of private businesses, shops, stores, restaurants, and a U.S. Post Office.

The MABB is a 21-story building that houses the Illinois Supreme Court, the Illinois Appellate Court 1st District, Court Clerk, as well as dozens of State agencies, boards and commissions. The Supreme Court Marshal provides security to the 14th through the 20th floors of the MABB; however, ISP/PSU personnel supplement those security efforts. ISP PSU is ultimately responsible for the entire police services/security umbrella. The building also houses a privately-owned child-development center.

ISP PSU maintains its own uniformed police officers, security guards and patrol vehicles; however, ISP uniformed employees and supervisors (Troopers) are assigned to the unit and are responsible for overseeing the day to day operations. There are security operations centers located in the JRTC and in the MABB; both are staffed 24/7/365. Personnel that staff the operation desks/centers have to monitor radio traffic, cameras, phones, alarms panels, email requests, and walk-in inquiries. Certain government/building/business employees have 24-hour access to the buildings, so continuous security is required.
