2019 I-UCR Program Updates
December 19, 2019
The annual collection of law enforcement employee information related to the number of employees within each agency will re-open on Thursday, December 19, 2019. Data will be collected utilizing the online electronic reporting tool only. The additional tab labeled Police Employee will be available in the reporting tool until close of business on Friday, January 3, 2020. Data submitted by the revised deadline date will be included in Crime in Illinois 2019, and forwarded to the FBI for Crime in the United States 2019. An updated IEPD – which includes the most recent code mapping table – has been posted to the NIBRS Resource Page. Numerous changes were made to that document. In addition to the code mapping changes, the Delta Document and the Service Design Document were both edited. County of Jurisdiction was changed to County of Occurrence and was made a mandatory field.
Please note - you need to download the Zip file to your computer, extract the files, then you can use the catalog file to access the files from the browser. The catalog file will not function properly if you allow your browser to just open the file, downloading it to your computer is necessary.

Crime in Illinois 2018 is available for review. The statistics published reflect data as of July 12, 2019. The statistics published in the Federal UCR’s publication, Crime in the United States 2018, reflect data as of March 18, 2019. The difference in publication dates may create discrepancies between the statistics presented in each publication. The 2018 publication and associated data sets can be accessed by clicking on the 2018 under Annual Reports and Databases at the bottom of the page.

The annual collection of law enforcement employee information related to the number of employees within each agency will begin on November 1, 2019. Data will be collected utilizing the online electronic reporting tool. An additional tab labeled Police Employee was made available in the reporting tool until close of business on December 15, 2019. Paper reporting agencies will receive an email containing the guidelines and a form to complete and return for entry. Data submitted by the deadline date will be included in Crime in Illinois 2019, and forwarded to the FBI for Crime in the United States 2019. The reporting guidelines can be accessed by clicking on the link below. A form to be used as a template when compiling your data has also been provided.

The Federal Bureau of Investigation (FBI) has announced the JusticeConnect website for UCR Trainers through the Law Enforcement Enterprise Portal (LEEP) is now accessible. This website is officially taking the place of the UCR Trainers Special Interest Group through LEEP, which is where users accessed the NIBRS computer-based tutorials . Information on how to access the JusticeConnect website has been added to the NIBRS Resources depot.

The I-UCR Program has identified a web browser issue causing problems with agency Index Crime reporting, specifically in Criminal Homicides. Additional information can be found in the document below.

Agencies are no longer tasked with submitting any UCR data that occurred in 2014 or earlier. As this data will be deleted from I-UCR records on August 1, 2019, agencies will need only to submit reports for incidents from January 1, 2015 to present.

The Information Exchange Package Documentation (IEPD) has been posted in the NIBRS Depot located in the upper right hand corner of the web page. It is critical to provide the IEPD to your report management system (RMS) vendor to ensure necessary modifications are incorporated to prepare for the NIBRS transition. Questions on the content, from either vendor or agency personnel, should be directed via email to ISP.IUCR.Program@illinois.gov to allow forwarding to the appropriate personnel.

Effective August 1, 2019, Illinois Uniform Crime Reporting Program data submitted prior to 2015 will be deleted and will no longer be available. Additional information on what will be the annual data deletion process can be found in the document below.

Effective August 1, 2019, Domestic Offenses reporting will require a monthly submission retroactive to January 2019. Additional information can be found below.
February 22, 2019
The FBI has designated March 18, 2019, as the deadline date to accept 2018 Index Crime records for publication in Crime in the United States 2018. To meet this deadline, your records must be entered by close of business March 17, 2019. The FBI will not publish an agency’s data if all twelve months have not been submitted.
February 20, 2019
The verification process for 2018 Index Crime statistics to be published in Crime in Illinois 2018 will begin on March 1, 2019, and conclude on March 31, 2019. The reporting tool will again be used to verify statistics. ONLY agencies that have been approved to submit paper reporting forms for the 2018 reporting year will receive verification reports and instructions via e-mail. Refer to the attachment below for additional information regarding the electronic verification process and the FBI’s publication deadline date.
