2016 I-UCR Program Updates
December 29, 2016
The Index Crime data collection form will not be revised in the near future. Until this can be accomplished, an additional resource has been created to assist agencies in determining which I-UCR offense codes should be reported in each Index Crime category. The offense code sheet below has been modified to include an Index Crime column where an ‘X’ indicates the offense should be reported, a column identifying the crime category of the offense, and a notes column. Though the resource is available for use, agencies are encouraged to refer to the reporting guidelines offense definitions when classifying and determining if an offense meets the criteria for Index Crime reporting.

Several errors in the Revised I-UCR Offense Codes have been corrected in the spreadsheet posted in the November 15 update. Please review the additional information reference offense codes in the attachment below.

A review of the UCR offense code tables has been completed resulting in the modification and retiring of some offense codes, as well as the creation of new offense codes. This project could not have been completed without the significant assistance provided by Mokena Police Department’s Commander Dan Rankovich, for which the I-UCR Program is truly grateful. The key below will provide guidance in navigating the code revisions.

The FBI will close its 2015 data base on December 19, 2016. 2015 Index Crime and Hate Crime reports must be entered into the I-UCR reporting tool by close of business December 18, 2016, in order to meet the FBI’s deadline. The FBI will not accept 2015 reports after December 19, 2016; however, the I-UCR Program’s data bases never close and 2015 reports will continue to be accepted after the FBI closing date.

The proposed reporting guideline changes regarding the decriminalization of possession of 10 grams or less of cannabis and associated instances of drug paraphernalia posted in the August 26 update have been approved. This was announced on the message board, located on the Welcome page of the I-UCR reporting tool, on October 3, 2016. Additional information can be accessed by clicking the link below.

The annual collection of law enforcement employee information related to the number of employees within each agency will begin on November 1, 2016. Data will be collected utilizing the on-line electronic reporting tool. On November 2, 2016, an additional tab labeled Police Employee will be available in the reporting tool after 9:00 a.m., until close of business December 16, 2016. Paper reporting agencies will receive a mailing containing a form to complete and return for entry. Data submitted by the deadline date will be included in Crime in Illinois 2016, and forwarded to the FBI. The reporting guidelines can be accessed by clicking on the link below. A form to be used as a template when compiling your data has also been provided.

The Illinois Uniform Crime Reporting Program has taken the first steps in the transition to the National Incident Based Reporting System (NIBRS). Our anticipated course of action, as well as the correspondence from FBI Director James B. Comey announcing the mandated transition, can be found in the documents below.

The decriminalization of possession of 10 grams or less of cannabis and associated instances of drug paraphernalia will impact the collection of Index Crime Cannabis Control Act arrests. Index Crime reporting guidelines will be revised to reflect the changes. Refer to the document below for instruction and UCR code changes.

The Circumstance Code 54: All other involuntary manslaughter except traffic deaths - has been modified to 59 in Supplemental Homicide reporting (SHR). This change will be deployed by 1:00 p.m. on Friday, August 26. Please refrain from entering an SHR record until after 1:00 p.m. The entry format in the reporting tool, as well as the form and guidelines in the 2016 Reporting Forms and Guidelines Section have also been modified. Previous records with code 54 will be adjusted to 59 by the I-UCR Program.

Crime in Illinois 2015 is available for review. The statistics published reflect data as of April 17, 2016. The statistics published in the Federal UCR’s publication, Crime in the United States 2015, reflect data as of March 28, 2016. The difference in publication dates may create discrepancies between the statistics presented in each publication. The 2015 publication can be accessed by clicking on the Crime in Illinois 2015 cover to the right or by clicking on 2015 in the Annual Reports and Databases Section at the bottom of the web page.

The 'Unknown Weapon' field in the School Incident reporting tool entry format and associated collection form has been modified. The field is now required and must be populated with a numeric. The School Incidents reporting guidelines in the 2016 Forms and Guidelines Section below have been modified and provide instruction on the completion of this field. The change will be effective in the reporting tool entry screen on June 15, 2016.

Minor revisions have been made to the Arrest Related Deaths (ARD) collection form and reporting guidelines. The changes primarily involve incidents where the death occurred during incarceration rather than in the field. Many of the required fields did not apply in these circumstances. If you have already submitted an incident using the previous form, you do NOT need to resubmit using the current form. Direct any questions you may have following review of the form and guidelines to the Program Manager.

Historically the race codes used by the I-UCR Program have not always aligned with those used by the Federal UCR Program. The collection of Supplemental Homicide Reporting data has identified a discrepancy in a weapon code as well. To eliminate these discrepancies, minor changes have been made to select codes. Refer to the attachment below for additional information.

The verification process for 2015 Index Crime statistics to be published in Crime in Illinois 2015 will begin on March 14, 2016 and conclude on April 17, 2016. It is critical to have all 2015 data entered prior to March 14, 2016, though there is a process in place to verify reports entered after this date. The reporting tool will again be used to verify statistics. ONLY agencies that have been approved to submit paper reporting forms for the 2015 reporting year will receive verification reports and instructions via the mail. Refer to the attachment below for additional information regarding the electronic verification process.

The reporting guidelines and data collection form for Arrest Related Deaths (ARD) have been posted in the Reporting Guidelines and Forms Effective 2016 section below. The ARD tab allowing entry in the reporting tool will be deployed Monday, February 8, 2016. Following the deployment, an update will be posted on the reporting tool Message Board announcing records can now be entered.

With the passage of Senate Bill 1304, two new mandated reporting elements went in to effect in January 2016. The new reporting elements are Supplemental Homicide Reporting, and Arrest-Related Deaths. Click on the link below for additional information.

The collection form and entry screen in the reporting tool for School Incidents have been revised to allow for the reporting of an "unknown" type of firearm in the firearm section. The guidelines have been revised to reflect this change. The addendum for School Incidents presented at previous training sessions has also been added to the guidelines. Agencies are encouraged to print and review the School Incidents form and guidelines located in the Reporting Guidelines and Forms effective 2016 located near the bottom of this page.

The FBI has advised that hoverboards and their predecessors, segways, are to be classified as motor vehicles and included in the Motor Vehicle Theft category. Begin this classification practice in January 2016.
