Reporting Guidelines and Forms Effective 2014

The FBI will close the Federal UCR Program’s 2013 master file on December 12, 2014. If you have delinquent 2013 Index or Hate Crime reports, the reports must be entered or submitted to the I-UCR Program by close of business December 11, 2014, to be included in the final 2013 download to the FBI the following day. Adjustments to 2013 reports must also be completed by this date. The I-UCR Program does not close reporting data bases and will accept 2013 and previous years’ reports after the FBI’s deadline date; however, these reports cannot be forwarded to the FBI.

The Police Employee tab will be deployed on November 3, 2014. Do not attempt to access the tab until after 9:00 a.m. The guidelines to be used when compiling law enforcement personnel can be accessed by clicking on the link below. Additionally, a form to be used as a template when compiling your information prior to entry into the electronic reporting tool has been provided.

The annual collection of law enforcement employee information related to the number of employees within each agency will begin on November 1, 2014. The information will be collected utilizing the on-line electronic reporting tool. On November 1, 2014, an additional tab labeled Police Employee will be available in the reporting tool until close of business December 8, 2014 to allow data entry, after which the tab will be deactivated. Approved paper reporting agencies will receive a mailing with information regarding submission of law enforcement employee information. Data submitted by the deadline date will be included in Crime in Illinois 2014, and forwarded to the Federal UCR Program. Crime in Illinois 2012 is now available for review. Historically, the annual publication has been released in the Spring following the reporting year. Due to the difficulty reporting agencies experienced in transitioning to the revised reporting guidelines in 2010, the publication of subsequent years’ reports has been significantly delayed. The publication can be accessed by clicking on the Crime in Illinois 2012 cover to the right or by clicking on 2012 in the Annual Reports and Databases Section at the bottom of the web page.

The verification process for 2013 Index Crime statistics to be published in Crime in Illinois 2013 will begin on July 15, 2014 and conclude on August 31, 2014. The reporting tool will again be used to verify 2013 statistics. ONLY agencies that have been approved to submit paper reporting forms for the 2013 reporting year will receive verification reports and instructions via the mail. Refer to the attachment below for additional information regarding the electronic verification process.

Additional information has been added to the School Incidents reporting guidelines as an addendum. The guidelines are located in the 2014 I-UCR Program Forms and Guidelines located near the bottom of this page.

State-wide training will begin in June and will continue through September. There were changes which ranged from minor to significant, in each of the I-UCR elements for the 2014 reporting year. Revised guidelines have been posted to the web page, but agencies are strongly encouraged to attend a training session. Click on the link below to access the 2014 training schedule.

The revised Hate Crime collection form and reporting guidelines have been added to the 2014 Forms and Guidelines section located near the bottom of the web page. Please review for changes prior to compiling and submitting 2014 reports. The ability to enter Hate Crime reports on-line into the reporting tool will be deployed Monday morning, May 19. Do not attempt to enter a report until late morning.

State-wide I-UCR training will begin in June and will continue through October. Click on the link below for June training dates and locations. The complete training schedule will be posted by the end of May. Please contact the I-UCR Program Manager if your agency is interested in hosting a training session.

Recently there have been several inquiries about the compilation of data for each of the reporting elements; Index Crimes, Hate Crimes, Domestic Offenses, and School Incidents. Each reporting element is compiled independently after reviewing all case data for the month. One or more offenses in an incident may fit the criteria and require reporting in more than one reporting element. If an offense fits the reporting criteria for Index Crimes and Domestic Offenses, the offense must be reported in both Index Crimes and Domestic Offenses. Examples of incidents/offenses that must be reported in more than one reporting element can be reviewed by clicking on the link below.

The corrected paper School Incidents monthly collection form has replaced the incorrect form in the 2014 Forms and Guidelines section, School Incidents, near the bottom of the web page.

The paper School Incidents monthly collection form attached to the reporting guidelines in the 2014 Forms and Guidelines section near the bottom of the web page is INCORRECT. Robbery, which is one of the offenses listed on the form, is NOT collected. The entry format in the reporting tool is correct and does not list robbery. The paper collection form is undergoing revision and approval and the corrected form will replace the form currently posted as soon as possible.

The reporting guidelines and collection form for School Incidents, the new reporting element effective with the 2014 reporting year, have been posted in the 2014 Forms and Guidelines section near the bottom of the web page. Agencies are strongly encouraged to print and review the guidelines before compiling mandated monthly reports. The tab and associated reporting screens for School Incidents will be deployed in the on-line electronic reporting tool on Friday, March 21, 2014, after which agencies will be able to enter reports. Approved paper reporting agencies must submit School Incident monthly collection forms to the I-UCR Program for entry.

The revised Index Crime reporting guidelines and collection form effective with the 2014 reporting year have been posted in the 2014 Forms and Guidelines section near the bottom of the web page. The changes to Index Crime reporting involve the expanded definition of Rape and the addition of two Human Trafficking crime categories. Please review the revised guidelines carefully before adjusting January and February reports that may have already been compiled using the previous collection form. Additionally, the INDEX tab in the reporting tool will be deployed on March 11, 2014 and agencies will be able to enter 2014 Index Crime reports after 10:00 a.m. Paper reporting agencies must resubmit January and February reports if reports were submitted using the previous guidelines and collection form.

The FBI provided clarification on upcoming deadline dates for the submission of 2013 Index Crime reports. The February 7, 2014 deadline referred to in the January 23, 2014 update only applies to most-in-populated agencies (agencies with a population of 100,000 or more). The submission deadline for all other agencies to ensure publication in Crime in the United States is March 11, 2014. This allows the FBI time to complete data quality review and accept subsequent adjustments or corrections. Index Crime reports will continue to be accepted by the FBI until the final deadline of April 25, 2014 ; however, submissions received within three weeks of this final deadline may not be published if data quality review reveals questionable data.

As disseminated in the last statewide training sessions, there are many revisions to the I-UCR Program reporting elements effective with the 2014 reporting year. Changes have occurred in Index Crime, Hate Crime, and Supplemental reporting guidelines, as well as the creation of a new reporting element: School Incidents. The revisions required modification to the electronic reporting tool formats for 2014 and future years. The FBI's deadline date for submission of 2013 Index Crimes to ensure publication in their annual publication is February 7, 2014. Index crime reports must be entered into the reporting tool by noon on February 7, 2014, to allow the I-UCR Program staff time to download recently entered reports and forward to the FBI. Delinquent 2013 reports will still be accepted by the FBI through December 2014; however, reports received after February 7, 2014 will prevent an agency's 2013 statistics from being published.
