October 21, 2015
The FBI has extended the 2014 data base closing date. 2014 Index Crime and Hate Crime reports must be entered into the I-UCR reporting tool by close of business December 10, 2015, in order to meet the deadline.
October 14, 2015
The annual collection of law enforcement employee information related to the number of employees within each agency will begin on November 2, 2015. Data will be collected utilizing the on-line electronic reporting tool. On November 2, 2015, an additional tab labeled Police Employee will be available in the reporting tool after 9:00 a.m., until close of business December 17, 2015. Paper reporting agencies will receive a mailing containing a form to complete and return for entry. Data submitted by the deadline date will be included in Crime in Illinois 2015, and forwarded to the FBI. The reporting guidelines can be accessed by clicking on the link below. A form to be used as a template when compiling your data has also been provided.

The FBI will be closing Index Crime and Hate Crime data bases for the 2014 reporting year in November. 2014 reports must be entered into the I-UCR reporting tool by close of business November 24, 2015, in order to meet the deadline. The I-UCR Program will continue to accept 2014 data after the FBI deadline date; however, the reports will not be forwarded to the FBI.

Crime in Illinois 2014 is available for review. The statistics published reflect data as of May 18, 2015. The statistics published in the Federal UCR’s publication, Crime in the United States 2013, reflect data as of April 10, 2015. The difference in publication dates may create discrepancies between the statistics presented in each publication. The 2014 publication can be accessed by clicking on the Crime in Illinois 2014 cover to the right or by clicking on 2014 in the Annual Reports and Databases Section at the bottom of the web page.

Beginning Thursday, August 20, 2015, passwords for the I-UCR reporting tool will be required to include at least one uppercase letter and will expire after 60 days. If your current password does not contain an uppercase letter, you do not need to change your password immediately to conform to the new standard. Include an uppercase letter the next time you change your password. This policy change is noted in red on the reporting tool sign in screen.

The statewide I-UCR Training classes scheduled for 2015 have been cancelled with the exception of the Springfield training locations.

The I-UCR Training classes scheduled on August 18 and September 25 to be held in Springfield have been approved. All other training dates remain suspended. Class size is limited and to afford as many agencies the opportunity to attend training as possible, registration will be limited to 2 personnel from each agency. Attendees must register through MTU 10. Email your registration request to register@letac.org or call 217/726-7014. A waiting list may be necessary for each training date, making it imperative to inform the MTU if you need to cancel your attendance once registered.

The 2016 I-UCR training cycle scheduled to begin in August has been suspended. Do not submit registration forms and monitor the web page for updates regarding training.

Additional training has been scheduled at Glendale Heights, Burr Ridge, Gurnee, and DeKalb. The training schedule in the June 30 posting below has been updated to reflect all training dates and locations.

State-wide training will begin in August and will continue through November. In 2016, a new reporting element will be added to the current mandated reporting elements. There is potential for a second new reporting element to be added as well. Current and complete I-UCR reporting will be a requirement in determining eligibility for a significant number of grant opportunities. Agencies are strongly encouraged to attend a training session. Hate Crime reporting guidelines have undergone minor revisions as to how the victim and offender fields are to be completed. There are no changes to the data fields in the collection form. Revisions (in bold) have been made to the Hate Crime Guidelines and Forms Effective 2015 document located in the forms and guidelines section near the bottom of this page.

The hardware to resolve the issues with the reporting tool has been successfully installed. Users should go directly to the sign in screen after entering the link without having to enter multiple times, and ‘page cannot be displayed’ should not be the response when submitting records or navigating from tab to tab in the reporting tool. If you do receive ‘page cannot be displayed’, please contact the I-UCR Program Manager, as the issue may be with the static IP address routed for your agency which provides connectivity.

The verification process for 2014 Index Crime statistics to be published in Crime in Illinois 2014 has been extended until close of business May 15, 2015. Beginning on Monday, April 27, hardware to correct the issues with the reporting tool will be installed, tested, and deployed. There will be an update posted to the web page when this process has been successfully completed. The process may take several days. DO NOT attempt to use the reporting tool beginning on April 27 until it has been posted on the web page the tool is again available for use.

The verification process for 2014 Index Crime statistics to be published in Crime in Illinois 2014 will begin on April 1, 2015 and conclude on April 30, 2015. It is critical to have all 2014 data entered prior to March 31, 2015, though there is a process in place to verify reports entered after this date. The reporting tool will again be used to verify statistics. ONLY agencies that have been approved to submit paper reporting forms for the 2014 reporting year will receive verification reports and instructions via the mail. Refer to the attachment below for additional information regarding the electronic verification process.

The FBI has designated March 13, 2015, as the deadline date to accept 2014 Index Crime records for publication in Crime in the United States 2014 . To meet this deadline, your records must be entered by close of business March 12, 2015. The FBI will not publish an agency’s data if all twelve months have not been submitted. The I-UCR Program will begin it’s verification of 2014 Index Crime records shortly after this date, making it critical to have your 2014 reporting completed.

The collection form for Hate Crime has been revised for the 2015 reporting year to include additional bias categories at the direction of the FBI who administers the Federal UCR Program. The new form and guidelines, which identify the additions, can be found in the Forms and Guidelines section near the bottom of the web page. Reporting agencies are strongly encouraged to forward the revised form to in-house personnel or vendors responsible for compiling Hate Crime reports from report management systems.
