Inactive FOID Appeal
If your Firearm Concealed Carry License (CCL) was revoked, or suspended, or your CCL application was denied due to not having an active FOID card; once your FOID has been reissued please email ISP.FRCU@illinois.gov along with your name, date of birth, and FOID number. Upon receipt of the required documentation, your application will be reviewed and processed. Submission of the required documents does not guarantee approval of a CCL card; however, it is required to begin the review process.
Other CCL Prohibitor Appeal
If your CCL was revoked, or suspended, or your CCL application was denied for any other reason, upon receipt of the Request for FOID Investigation, Relief and Reinstatement Firearms Rights and FDR is applicable and not already submitted, your application will be reviewed and processed. Submission of the required documents does not guarantee approval of a FOID card; however, it is required to begin the review.

CCLRB Denial
If your Firearm Concealed Carry License Application was denied based upon a determination of the Concealed Carry Licensing Review Board (CCLRB), you are not permitted to obtain a Concealed Carry License unless you receive relief from the courts. Accordingly, you are required to file your appeal with the circuit court in writing in the county of your residence for a hearing upon such denial, revocation, or seizure. Please refer to 430 ILCS 66/87(a) for additional information.
Please Note Once you have obtained court relief or had the conviction vacated or expunged, you should forward the court order to ISP.FRCU@Illinois.gov along with your name, date of birth, and FOID number and FDR if applicable and not already submitted. Upon receipt of the required documentation, your application will be reviewed and processed.
